The Committee identified the need for a new building near the entrance to the cemetery, which would present in visual form the history of the cemetery and the achievements of those buried there.

The Daniel O'Connell tower became a central point if reference of the composition. The new entrance area, it's hard landscape, pavements and the new heritage building are organised along the lines radiating from the tower.

The space for the heritage building is contained between the existing boundary wall and the new perforated curved wall. This wall points with one end towards the Daniel O'Connell Tower and embraces the adjoining graves, integrating now into the overall composition. The roof over this space floats like a cloud.
